Level-3 Binning Processor
The Level-3 Binning Operator performs a spatial and temporal aggregation of a number of input (Level-2)
products using the NASA SeaDAS binning scheme. This module has replaced the module 'beam-binning'.

- Added 'comment' attribute for all BinIndex variables.
- Fixed 'bi_start_num' being in wrong order.
- Added new BinIndex variable 'bi_begin_offset' indicating the absolute offset of a data-containing bin
within the dataset. Offsets start with 0, -1 means no data in that row.
- Changed meaning of 'bi_extent' from being bin number range into actual number of bins stored per row.
- Fixed typo: 'bi_extend' --> 'bi_extent'.

- Now writing NetCDF binned data file using the same bin numbering as SeaDAS.
- The NetCDF binned data file now also contains the 'bi_begin' and 'bi_extend' fields found in SeaDAS.
- Added new operator parameter 'metadataPropertiesFile' which specifies (constant) metadata key-values
to be written to the output product.
- Added metadata element 'Global_Attributes' to the output product.
